We have had some correspondence with the F.O. as to the establishment of some additional Agencies in China but it branched off on a side track before we got any clear expression of their views. In February Sir E. Satow was not in favour of any addition to the number of Agencies (see 7610) thinking that it would be better to strengthen the Chinese Postal Administration. But in March he seems to have wholly changed his mind (11868) and urged the creation of an Agency at Tientsin.
Similarly in 12839 the China Association expressed an objection to any foreign Post Offices in China, but in 1754 they urged the reduction of the rates from Chefoo
